If you want visitors then it'll cost you.... well maybe.

Ok, you can get some visitors for free here's how.

1st submit your site to google if you already have'nt done so..
http://www.google.com/addurl/

2nd go and download the stumbe upon tool bar and stumble your site. Tell as many people to do the same.

3rd make sure your site is digged go to digg.com and do the submission.

All these above are completely free to do... it wont cost you a bean. Sure there's other things that you can do but start with getting the free "things" done first.

The most important thing is the title metags.They should be precise not more than 70 letter giving the gist of your webpage.Google crawler runs through it before checking your webpage

Interacting helpfully in forums that are relevant to your site helps. Yahoo Answers and PC World has worked OK for me.
